What you'll be stepping into
The Uganda Institution of Professional Engineers (UIPE) invites applications from suitably qualified, experienced, self-driven, and professional Ugandan candidates for the position of Executive Secretary.
The Executive Secretary will serve as the designated Team Leader of the UIPE Secretariat, providing overall day-to-day leadership and oversight of the Finance, Projects, Membership, and Public Relations functions.
The successful candidate will be responsible for implementing Council policies and decisions, driving the Institution’s strategic objectives, ensuring financial sustainability, growing membership, and enhancing UIPE’s institutional visibility and impact.
Remuneration: Competitive.
Key Duties and Responsibilities
1. Strategic and Institutional Leadership
Provide strategic leadership and ensure effective implementation of the UIPE Constitution, Strategic Plan, and Council decisions.
Provide overall oversight of financial management, budgeting, and institutional sustainability.
Serve as Secretary to the Council and ensure compliance with the UIPE Constitution and relevant statutory obligations.
Facilitate Council meetings, timely reporting, and effective communication and public relations strategies.
2. Research, Innovation and Capacity Building
Spearhead Research, Innovation and Development (R&ID) initiatives, positioning UIPE as a thought leader in engineering solutions.
Design, institutionalise, and oversee training and capacity development programmes aimed at enhancing technical competencies and digital literacy across all membership cadres.
3. Advocacy and Strategic Partnerships
Drive high-impact advocacy initiatives and establish UIPE as a premier advisory institution on engineering standards, national policies, and codes of practice.
Foster, negotiate, and operationalise strategic collaborations with local and international engineering institutions and industry stakeholders.
Translate existing and new Memoranda of Understanding (MoUs) into actionable projects, commercial opportunities, and tangible benefits for members.
4. Membership Growth and Performance
Enhance UIPE’s Membership Value Propositions (MVPs) to strengthen membership recruitment, retention, engagement, and satisfaction.
Analyse quarterly membership surveys and use the findings to improve member experience and value.
Drive sustained membership growth of 220% per annum, while achieving 85% member satisfaction and 80% engagement scores.
Oversee project planning, budgeting, implementation, and reporting.
Present performance reports to Council against the Strategic Plan and established Key Performance Indicators (KPIs).
Qualifications, Skills and Experience
A Master’s degree in Business Administration, Engineering, Management, Public Administration, or a related field from an accredited institution.
Membership of a professional body equivalent to UIPE is required; qualifying UIPE members in good standing will have an added advantage.
A minimum of 10 years’ relevant professional experience, including substantial experience in senior management, with proven experience working with Boards and/or Councils.
Demonstrated experience in strategic planning, change management, and organisational leadership across Finance, Projects, Membership, and Public Relations functions.
Experience in resource mobilisation will be an added advantage.
Ability to lead strategic planning processes and evaluate implementation against organisational goals and objectives.
Excellent communication, negotiation, interpersonal, and report-writing skills.
High level of integrity, professionalism, accountability, and commitment to good governance.
Ability to multitask, prioritise responsibilities, and work effectively in a fast-paced environment.
