What you'll be stepping into

The Danish Refugee Council (DRC) is an international humanitarian organisation working to support refugees, displaced people, and communities affected by displacement and conflict.

DRC Uganda operates within a humanitarian and development environment where strong financial management, accountability, compliance, and effective partnership management are essential to programme delivery.

About the Role

The Finance Officer will be responsible for implementing sound financial management systems and managing day-to-day financial processes for DRC Uganda.

The successful candidate will ensure compliance with DRC's Operations Handbook, donor regulations, and statutory requirements while supporting internal controls, financial reporting, budget management, and partner financial oversight.

The role will also provide technical support to field finance teams and work closely with Project Managers and sub-grant partners to promote effective financial management and accountability.

Key Responsibilities

Financial Management and Compliance

  • Ensure compliance with DRC's Operations Handbook, donor regulations, and statutory requirements.

  • Provide advice, coordination, and technical support to field finance teams across the country.

  • Work closely with Project Managers on budget performance, significant variances, financial reporting, and corrective actions.

  • Maintain an overview of funding levels and monitor operational support and administration expenses for the Country Office.

  • Monitor, reconcile, and clear open balance sheet items, including advances, receivables, payables, and intercompany balances, on a monthly basis.

  • Ensure accurate and timely filing and payment of statutory obligations, including PAYE, withholding tax, VAT, NSSF, and other applicable levies.

  • Maintain strong internal financial controls and support accurate and timely financial reporting.

Partner Financial Management

  • Collect, review, and verify financial reports from sub-grant partners.

  • Ensure reported costs are accurate, eligible, and compliant with partnership sub-grant agreement requirements.

  • Build partner capacity in DRC's financial and grant management policies.

  • Support partners in areas including budgeting, reporting, risk management, and compliance.

  • Conduct periodic financial monitoring visits and spot checks of sub-grant partners.

  • Assess partner internal controls and verify the reliability of reported expenditure.

  • Follow up on findings and recommendations arising from financial monitoring activities.

DRC Dynamics and Financial Systems

  • Ensure DRC Dynamics is used to its full capacity.

  • Ensure the accuracy of financial data entered into DRC Dynamics.

  • Maintain the finance ledger and ensure financial records remain accurate and up to date.

  • Support effective use of financial systems and processes to improve reporting and financial control.

Minimum Requirements

  • Minimum 3 years of progressively responsible finance experience with international non-governmental organisations (INGOs).

  • Bachelor's degree in Accounting, Finance, Business Administration, Commerce, or a related field.

  • Strong knowledge of donor financial management, budgeting, reporting, and compliance requirements.

  • Practical experience working with major institutional donors such as DANIDA, BPRM, UNHCR, UNICEF, WFP, EUTF, ECHO, EU, FCDO, OCHA, and private foundations.

  • Demonstrated proficiency in Enterprise Resource Planning (ERP) systems, preferably Microsoft Dynamics 365 or similar systems.

  • Proven experience working with national partners and local or government authorities.

  • Proficiency in standard computer applications.

  • Strong analytical and problem-solving abilities.

  • Excellent planning, organisational, and time-management skills.

  • Strong communication, interpersonal, facilitation, and stakeholder-management skills.

  • Demonstrated ability to work effectively in multicultural and cross-functional teams.

Desirable Qualifications

  • Final or part certification in CPA or ACCA.

  • Advanced proficiency in Microsoft Excel.
