What you'll be stepping into
The Manager – AML & Sanctions is responsible for providing leadership and support to the Bank’s Anti-Money Laundering (AML), Combating Financing of Terrorism and Proliferation (CFT & CPF), and Sanctions Compliance programmes.
The role ensures that the Bank’s business activities and conduct fully comply with all relevant laws, regulations, standards, codes, rules, and applicable regulatory requirements.
Key Responsibilities and Deliverables
1. AML/CFT/CPF Strategy and Planning
Support the Head of Compliance in formulating strategic plans for the Compliance Department and the Bank from an AML/CFT/CPF compliance perspective.
Contribute to the development of departmental work plans and budgets.
Provide leadership and guidance in the execution of day-to-day AML/CFT/CPF and Sanctions compliance activities.
2. AML/CFT/CPF Risk Management Framework
Establish, operationalise, and regularly review the effectiveness of the Bank’s AML/CFT/CPF Risk Management Framework.
Ensure the framework remains aligned with applicable local and international laws, regulations, standards, and best practices.
Deputise the Money Laundering Control Officer (MLCO).
Ensure that activities under the Bank’s AML/CFT/CPF programme are effectively established and delivered in accordance with applicable requirements.
3. Risk Assessments and Mitigation
Conduct AML/CFT/CPF and Sanctions Risk Assessments in a timely manner and in accordance with regulatory requirements and internal policies.
Ensure identified risks are appropriately rated, documented, monitored, and mitigated.
Act as the Compliance Function’s Risk Management Champion.
Identify emerging risks and ensure appropriate controls and mitigation measures are implemented.
4. Policies, Procedures and Regulatory Changes
Initiate annual updates to AML/CFT/CPF and Sanctions policies, procedures, and processes.
Review and update policies following trigger events or based on the results of risk assessments.
Monitor changes in AML/CFT/CPF laws, regulations, and sanctions regimes.
Monitor emerging typologies, fraud trends, sanctions-evasion techniques, and intelligence from regulators, law enforcement agencies, and international bodies.
Translate relevant regulatory and risk developments into appropriate changes to the Bank’s controls and business processes.
Regularly update Management on emerging and relevant changes in the AML/CFT/CPF and Sanctions environment.
5. Training and Awareness
Ensure effective delivery of AML/CFT/CPF compliance training and awareness programmes.
Ensure training covers applicable laws, regulations, regulatory requirements, policies, and procedures.
Provide training and awareness to employees, agents, and other identified user groups.
Promote a strong culture of AML/CFT/CPF and Sanctions compliance across the Bank.
6. Regulatory and Stakeholder Engagement
Ensure correspondence with regulators and other external parties is addressed promptly and appropriately.
Maintain positive and professional working relationships with relevant internal and external stakeholders.
Advise stakeholders on AML/CFT/CPF and Sanctions matters while maintaining the independence of the Compliance Function.
Work with business teams to achieve their objectives within applicable regulatory requirements and the Bank’s risk appetite.
7. Compliance Reporting and Management Information
Prepare AML/CFT/CPF and Sanctions compliance reports and dashboards for:
Management
Relevant committees
The Board
Regulators, where appropriate.
Ensure reports accurately highlight key AML/CFT/CPF and Sanctions programme matters, risks, trends, and required actions.
8. People Leadership and Development
Support the Head of Compliance in talent acquisition, development, productivity, and motivation of direct and indirect reports.
Provide leadership and guidance to team members in the execution of their responsibilities.
Promote professional development and effective performance within the Compliance function.
9. Compliance Budget and Vendor Management
Ensure optimum utilisation of the allocated Compliance budget.
Monitor payments to third-party vendors providing compliance systems and tools.
Ensure vendor payments are aligned with actual consumption, contractual terms, and agreed requirements.
10. Business Advisory and Compliance Independence
Provide expert advice to stakeholders on AML/CFT/CPF and Sanctions matters.
Maintain the independence and integrity of the Compliance Function when providing business advice.
Ensure commercial activities remain within regulatory requirements and the Bank’s approved risk appetite.
Support the business in achieving its objectives while maintaining appropriate regulatory and compliance standards.

Qualifications, Experience and Competencies
Education and Professional Qualifications
Bachelor’s degree in a discipline relevant to the role.
Professional qualification or training in Risk Management or Compliance.
A Master’s degree or membership of a relevant professional body is an added advantage.
Experience
At least 5 years of experience in banking or financial consultancy services.
At least 3 years of the required experience should be in risk management or compliance.
At least 2 years of supervisory experience, or equivalent experience, is an added advantage.
