TPO Uganda is inviting suitably qualified and experienced individuals to express their interest in the position of People & Culture Locum Assistant.
Purpose of the Position
The People & Culture Locum Assistant will provide administrative and operational support to the People & Culture function. The role will contribute to the effective and timely implementation of employee lifecycle processes and daily People & Culture activities.
The successful candidate will support areas such as recruitment, onboarding, personnel records, employment contracts, performance management, staff welfare, employee engagement, HR documentation, and the maintenance of People & Culture records and trackers.
The role requires a high level of confidentiality and compliance with organisational policies and procedures.
Key Responsibilities
The successful candidate will be responsible for:
Supporting recruitment and selection processes, including preparing job advertisements, shortlisting candidates, coordinating interviews, and supporting onboarding.
Assisting in the preparation and processing of employment contracts, extensions, renewals, and related documentation.
Maintaining accurate and up-to-date employee records and personnel files.
Supporting employee onboarding, induction, and separation processes.
Maintaining People & Culture trackers, databases, and records.
Following up on key employee lifecycle actions to ensure timely completion.
Supporting performance management activities, including probation reviews and performance appraisals.
Assisting with staff welfare, employee engagement, learning and development, recognition, and other employee experience initiatives.
Supporting the implementation of People & Culture policies, guidelines, procedures, and tools.
Providing timely administrative support to staff and supervisors on routine People & Culture processes and documentation.
Assisting in the preparation of People & Culture reports, correspondence, and other relevant documentation.
Ensuring the confidentiality and proper handling of employee information.
Supporting compliance with TPO Uganda policies, procedures, safeguarding standards, and applicable labour requirements.
Performing other People & Culture duties as assigned by the supervisor.
Qualifications and Experience
Applicants should have:
A Bachelor's Degree in Human Resources Management, Human Resource Development, Business Administration, Industrial Relations, or a related field.
At least 1–2 years of relevant experience in Human Resources or People & Culture, preferably within an NGO or development organisation.
Practical experience in:
HR administration
Recruitment and selection
Employee records management
Employment contracts
Employee lifecycle processes
Good knowledge of HR policies, procedures, and employment practices.
Strong communication, interpersonal, and organisational skills.
High levels of integrity, confidentiality, and attention to detail.
Proficiency in Microsoft Office applications.
Familiarity with HRIS systems is an added advantage.
The ability to work collaboratively with staff at different levels of the organisation.

Important Note
This is a temporary three-month locum assignment running from October to December 2026. It is not a permanent position. However, future opportunities may be considered depending on organisational needs, funding availability, and individual performance.
