Job Overview
URC is seeking a qualified and experienced Procurement Officer to support the procurement requirements of its current and anticipated projects in Uganda.
The Procurement Officer will coordinate the procurement of supplies and equipment for supported health facilities and program activities. The successful candidate will help ensure that procurement and disposal activities are conducted efficiently, transparently, and in accordance with applicable organizational and donor requirements.
The role will involve managing procurement processes, supplier relationships, contracts and agreements, procurement documentation, and tracking systems.
Key Responsibilities
Procurement Management
The Procurement Officer will:
Coordinate and oversee procurement processes, including reviewing purchase requisitions, requesting quotations, evaluating suppliers, negotiating where appropriate, processing purchase and delivery documentation, and coordinating with the Stock Management Officer.
Lead the supplier pre-qualification and supplier management processes.
Develop and manage Blanket Purchase Agreements (BPAs) for routine supplies and services.
Manage leases, contracts, and agreements relating to goods and services.
Ensure compliance with URC and U.S. Department of State (DoS) procurement policies and procedures.
Receive procurement requests from program staff and follow up on local purchases, payments, deliveries, and confirmation of receipt.
Coordinate the procurement of printing and training materials, including stationery, manuals, handouts, and materials required for workshops and other program events.
Procurement Tracking and Documentation
Maintain and regularly update the project procurement tracker.
Maintain the purchase order (PO) log, BPA tracker, and commitment tracking records.
Ensure procurement documentation is accurate, complete, and properly maintained.
Monitor procurement activities to support timely delivery of supplies, equipment, and services.
Policy and Compliance
Keep up to date with donor policies, procedures, rules, and regulations relating to procurement.
Compile and maintain applicable local procurement policies and guidance.
Support training and orientation of URC program and partner staff on relevant procurement policies and procedures.
Ensure procurement activities comply with applicable Ugandan procurement requirements and donor regulations.
Perform other duties as assigned.

Required Qualifications and Experience
Applicants should have:
A Bachelor’s degree in Procurement and Logistics Management, Bachelor of Commerce, Business Administration, or another relevant business-related field.
At least five (5) years of practical experience in procurement and supply management.
Demonstrable knowledge of Uganda's public procurement laws and procurement guidelines.
Knowledge of donor procurement rules and regulations.
Thorough knowledge of U.S. Department of State (DoS) contractual, procurement, and reporting requirements.
Advanced computer skills, including proficiency in Microsoft Office applications, particularly Microsoft Excel, Word, PowerPoint, and electronic mail.
Desired Experience and Qualifications
Previous experience working with URC is an added advantage.
Experience working on U.S. Government (USG)-funded programs is an added advantage.
Experience working within donor-funded projects and health-sector programs will be beneficial.
