What you'll be stepping into

YSAT is seeking a qualified and experienced Project Finance Officer to manage the day-to-day financial operations of its OCHA-funded Refugee Response Programme.

The Project Finance Officer will be responsible for budget monitoring, cash and payment processes, financial documentation, expenditure tracking, financial reporting, and OCHA OneGMS reporting across Rhino Camp, Imvepi, and Bidibidi refugee settlements.

The successful candidate will ensure that project finances are managed accurately, transparently, and in accordance with approved budgets, YSAT financial procedures, and relevant OCHA requirements.

Important: Recruitment for this position is contingent upon confirmation of funding by UNOCHA's Uganda Humanitarian Fund.

Key Responsibilities

The Project Finance Officer will be responsible for:

  • Managing day-to-day financial transactions for the OCHA-funded Refugee Response Programme in accordance with approved budgets, YSAT financial procedures, and applicable donor requirements.

  • Managing project financial information and reporting within OCHA OneGMS, ensuring accurate and timely data entry, updating, reconciliation, and reporting.

  • Preparing accurate monthly, quarterly, and donor financial reports showing expenditure, commitments, available balances, budget utilisation, and variances.

  • Processing project payments for staff, suppliers, service providers, and programme participants in accordance with YSAT procedures and OCHA guidelines.

  • Maintaining complete, accurate, and well-organised financial records and supporting documentation for all project transactions.

  • Ensuring financial files are complete and readily available for OCHA financial reviews, audits, and other compliance checks.

  • Monitoring budget utilisation and expenditure burn rates across the Food Security and Livelihoods (FSL), WASH, Protection, and Monitoring, Evaluation, Accountability and Learning (MEAL) components.

  • Identifying significant budget variances and supporting programme teams in maintaining effective financial control and expenditure tracking.

Qualifications and Experience

Applicants should meet the following requirements:

  • A Bachelor's Degree in Finance, Accounting, Commerce, Business Administration, Economics, or a related field.

  • Progress towards ACCA or CPA qualification is an added advantage.

  • At least 3 years of relevant professional experience in financial management of humanitarian or development programmes.

  • Demonstrated previous experience managing OCHA-funded projects is mandatory.

  • Practical experience using OCHA OneGMS for financial management, reporting, and budget monitoring is mandatory.

  • Previous experience working with Refugee-Led Organizations (RLOs) is a requirement.

Key Skills and Competencies

The ideal candidate should demonstrate strong financial management, budget monitoring, reporting, reconciliation, documentation, and analytical skills.

The candidate should have a high level of attention to detail and integrity, together with the ability to manage multiple financial processes and deadlines in a humanitarian programme environment.

Practical knowledge of donor compliance requirements, particularly those relating to OCHA-funded projects and OneGMS, will be essential for successful performance in this role.
