What you'll be stepping into

YSAT is seeking a qualified and experienced WASH Lead to provide technical and operational leadership for the Water, Sanitation and Hygiene (WASH) component of its OCHA-funded Refugee Response Programme.

The WASH Lead will oversee the implementation of key WASH interventions across the programme areas, including the construction of sanitation facilities, hygiene promotion, support and supervision of Community Hygiene Promoters (CHPs), distribution of hygiene supplies, and coordination with relevant WASH stakeholders.

The successful candidate will work closely with government authorities, humanitarian partners, contractors, community structures, and field teams to ensure that WASH activities are implemented effectively, safely, and in accordance with programme standards.

Important: Recruitment for this position is contingent upon confirmation of funding by UNOCHA's Uganda Humanitarian Fund.

Key Responsibilities

The WASH Lead will be responsible for:

  • Leading the planning and implementation of WASH activities, including construction of dome-shaped PSN latrines, tippy taps, hygiene supply distribution, and hygiene promotion activities.

  • Coordinating household sanitation assessments and ensuring that vulnerable households are appropriately prioritised, including households with persons with disabilities, older persons, and other people with specific needs.

  • Training, guiding, and supporting Community Hygiene Promoters (CHPs) to conduct household visits, community campaigns, sanitation awareness activities, and hygiene promotion.

  • Supervising three Project Assistants – WASH and coordinating the work of contractors, artisans, and relevant community structures.

  • Providing technical guidance and oversight to ensure that WASH infrastructure and related activities meet required quality and programme standards.

  • Representing YSAT in settlement-level WASH coordination meetings with the Office of the Prime Minister (OPM), District Water and Health Offices, UNHCR, and other WASH actors.

  • Monitoring the implementation and quality of WASH activities and identifying areas requiring corrective action or additional support.

  • Preparing accurate, timely, and high-quality monthly and quarterly programme reports.

Qualifications and Experience

Applicants should meet the following requirements:

  • A Bachelor's Degree in Water Resources Engineering, Civil Engineering, Environmental Health, Public Health, Water and Sanitation, Environmental Science, or a related field.

  • At least 3 years of relevant professional experience implementing WASH programmes in humanitarian, refugee, or displacement settings.

  • Demonstrated experience supervising or monitoring the construction of dome-shaped/PSN latrines, tippy taps, or similar WASH infrastructure.

  • Proven experience supervising field teams, Community Hygiene Promoters, contractors, artisans, and community structures.

  • A valid motorcycle riding permit is mandatory.

  • Previous experience working in Uganda refugee settlements is highly desirable.

Key Skills and Competencies

The ideal candidate should have strong technical knowledge of WASH programming, field coordination, construction supervision, hygiene promotion, team management, and stakeholder engagement.

The candidate should also be able to work effectively in challenging humanitarian environments, coordinate multiple field activities, and maintain high standards of quality, accountability, and community engagement.
