About the opportunity

What this programme is offering

Following three earlier Calls for Proposals, the Pandemic Fund announced its fourth Call for Proposals (4th CfP) on April 1, 2026, targeting countries with the greatest capacity gaps, highest pandemic risks, and significant socioeconomic challenges that have not been previously awarded single-country grants. This dedicated modality aims to provide greater predictability in the amount and timing of funding, and greater flexibility in the development of funding applications, enabling countries to better coordinate with in-country processes and the funding cycles of other pandemic PPR actors. 

The 15 countries identified as Eligible Co-investors (referred to henceforth as “applicants”) for support under the 4th CfP were selected  based on the Pandemic Fund Risk-Need Metric and methodology, approved  by the Fund’s Governing Board in November 2025; these Eligible Co-investors are: Afghanistan, Benin, Central African Republic, Republic of Congo, Eritrea, Guinea, Haiti, Liberia, Madagascar, Mali, Mozambique, Niger, Nigeria, Sudan, and Uganda. 
 

Submission Timeline for Funding Applications
The Funding Application Template must be completed through the Pandemic Fund’s online application portal, which is accessible by invitation only. The submission window runs from April 1, 2026, to March 31, 2027. Funding applications may be submitted at any time during this period and will be reviewed on a rolling basis as they are received. Call for Proposals — Scoring and Weighting Methodology 
The Scoring and Weighting Methodology is to be used by the Pandemic Fund’s Technical Advisory Panel (TAP) to assess funding applications and make recommendations to the Pandemic Fund Governing Board.
