JOB DESCRIPTION

The Monitoring and Evaluation Officer will lead monitoring, data analysis, quality assurance, and reporting for SAYE Project activities implemented by FLEP. The role will ensure that project data is systematically collected, analysed, verified, and used to assess programme performance, track results, strengthen implementation quality, and support evidence-based decision-making.

KEY RESPONSIBILITIES

  1. Monitoring and Evaluation

  • Lead the monitoring and evaluation of SAYE Project activities implemented by FLEP.

  • Develop and implement appropriate monitoring approaches, tools, and processes to track project progress and results.

  • Monitor project activities against approved plans, indicators, targets, and expected outcomes.

  • Conduct regular field monitoring to assess implementation progress, quality, and achievement of planned results.

  • Identify implementation gaps, emerging challenges, and areas requiring corrective action.

  1. Data Collection and Management

  • Coordinate the collection of accurate, complete, and timely project data from field activities.

  • Review and manage programme datasets to ensure consistency, completeness, accuracy, and reliability.

  • Establish and maintain organised systems for storing and managing monitoring and evaluation data.

  • Support project teams in the correct use of data collection and reporting tools.

  • Conduct routine data quality checks and verification exercises.

  1. Data Analysis and Interpretation

  • Analyse project data to assess progress against agreed indicators and targets.

  • Identify trends, patterns, gaps, and emerging findings from project data.

  • Generate meaningful insights to support programme planning, implementation, and decision-making.

  • Use appropriate statistical and data analysis techniques to interpret project performance.

  • Present findings in clear and accessible formats for programme teams and management.

  1. Data Visualisation and Reporting

  • Develop clear data visualisations, dashboards, tables, and other analytical outputs to communicate project performance.

  • Prepare regular M&E reports and contribute relevant data and analysis to project reports.

  • Present monitoring findings and key performance information to project teams and management.

  • Ensure reports are accurate, evidence-based, timely, and aligned with project requirements.

  1. Quality Assurance

  • Lead quality assurance processes for project monitoring, data collection, analysis, and reporting.

  • Review submitted data and reports to identify inconsistencies, errors, or missing information.

  • Support corrective measures to strengthen data quality and programme performance.

  • Promote consistent application of monitoring and reporting standards across SAYE Project activities.

  1. Programme Learning and Performance Improvement

  • Use monitoring and evaluation findings to identify lessons, good practices, challenges, and opportunities for improvement.

  • Support project teams to use evidence and data in programme planning and implementation.

  • Contribute to learning processes that strengthen the effectiveness and quality of SAYE Project activities.

  • Provide timely analytical information to support evidence-based programme decisions.

  1. Coordination and Technical Support

  • Work closely with FLEP project teams to strengthen monitoring and evaluation practices.

  • Provide technical guidance on data collection, analysis, visualisation, and reporting.

  • Support programme staff to understand and effectively use M&E tools and processes.

  • Collaborate with relevant stakeholders to ensure timely availability and quality of project information.

REQUIRED QUALIFICATIONS

  • Bachelor’s degree in Statistics, Economics, Population Studies, Public Health, Social Sciences, Data Science, or a related field.

  • At least four years’ relevant monitoring and evaluation experience.

  • Proficiency in Microsoft Excel and data analysis, visualisation, and reporting tools such as Power BI, SPSS, STATA, R, or SQL.

KEY TECHNICAL COMPETENCIES

  • Monitoring and evaluation systems.

  • Data collection and management.

  • Data quality assurance and verification.

  • Quantitative data analysis.

  • Data visualisation and dashboard development.

  • Programme performance monitoring.

  • M&E reporting and documentation.

  • Microsoft Excel proficiency.

  • Power BI, SPSS, STATA, R, or SQL.

  • Evidence-based decision-making.

The ideal candidate should have strong monitoring and evaluation experience, excellent analytical capabilities, and practical proficiency in data analysis, visualisation, and reporting. The candidate should be able to translate project data into meaningful insights, identify performance gaps, maintain high data-quality standards, and provide evidence that supports effective implementation of SAYE Project activities.
