Uganda Electricity Transmission Company Limited (UETCL) is a public limited company wholly owned by the Government of the Republic of Uganda. The company is responsible for operating the high-voltage electricity transmission grid, bulk power supply, electricity imports and exports, system operations, and public infrastructure provision, including the ownership and operation of optical fibre infrastructure.

UETCL invites applications from suitably qualified and eligible candidates for the position of Communication Engineer (Telephony Systems).

Job Purpose

The Communication Engineer (Telephony Systems) will be responsible for planning, installing, configuring, operating, and maintaining operational and administrative voice communication systems, Voice over Internet Protocol (VoIP) infrastructure, enterprise telephony systems, and associated voice-data networks.

The successful candidate will ensure a target of 98% service availability for critical grid communication links, corporate voice services, call centres, and radio communication systems. The role also involves maintaining reliable voice services, strengthening network security, and ensuring compliance with applicable standards, ICT policies, and cybersecurity guidelines.

Key Duties and Responsibilities

1. Voice Communication and Telephony Systems Management

  • Coordinate and implement preventive and corrective maintenance schedules for operational and administrative telephony systems, voice communication servers, Private Automatic Branch Exchange (PABX) systems, Session Border Controllers (SBCs), voice recorders, and network management systems.

  • Design, install, configure, and maintain VoIP, Session Initiation Protocol (SIP), and radio communication systems to ensure reliable and seamless connectivity.

  • Maintain voice communication networks supporting National Control Centre (NCC) operations, including reliable connectivity with Independent Power Producers (IPPs) and Regional Control Centres.

  • Operate, maintain, and support call centre and grievance management software to ensure effective internal and external communication services.

  • Provide telephony support to users, maintain telephone extension records, and configure specialised telephone features.

  • Maintain an accurate inventory of telephony equipment, Business Continuity User Group (BCUG) users, and associated voice communication devices.

2. Voice Infrastructure, Leased Circuits and Network Operations

  • Monitor, analyse, and document voice system performance, Public Switched Telephone Network (PSTN) services, and leased telephony and data links.

  • Identify opportunities to improve the reliability, availability, and performance of voice communication services.

  • Monitor the utilisation of Integrated Services Digital Network (ISDN) lines, SIP trunks, tele-metering services, and other leased voice carrier services.

  • Verify usage bills and service-level agreements (SLAs) for leased telephony and voice carrier services.

  • Investigate, respond to, and report telephony faults, channel failures, and end-user service issues in accordance with ICT service-level requirements.

3. Network and Cybersecurity Management for Voice Infrastructure

  • Configure Quality of Service (QoS) settings on TCP/IP networks to prioritise real-time voice traffic, SIP signalling, tele-metering, and operational voice channels over general data traffic.

  • Administer, configure, and troubleshoot network security equipment protecting voice gateways, SBCs, and VoIP infrastructure.

  • Manage and secure OT firewalls, routers, switches, Access Control Lists (ACLs), IPsec VPN tunnels, and encryption mechanisms.

  • Conduct routine security patching, system hardening, and vulnerability assessments on voice servers, SBCs, and edge voice gateways.

  • Support the implementation of cybersecurity controls to protect critical voice communication infrastructure.

4. Budgeting and Procurement

  • Participate in departmental budgeting, activity planning, budget preparation, and procurement plan development.

  • Prepare technical specifications for voice and telephony equipment and infrastructure.

  • Support technical bid evaluation and contract management in accordance with applicable Public Procurement and Disposal of Public Assets (PPDA) requirements.

  • Provide technical input into the procurement of communication systems, equipment, and related services.

Qualifications and Academic Requirements

Applicants must possess:

  • A Bachelor’s degree in Telecommunications Engineering, Electrical Engineering, or Electronic Engineering from a recognised university.

Required Technical Skills and Competencies

1. Voice and Telephony Systems

  • Practical proficiency in VoIP, SIP, PABX systems, Session Border Controllers, voice recorders, and radio communication systems.

  • Ability to install, configure, maintain, and troubleshoot enterprise telephony infrastructure.

2. Network Engineering and Quality of Service

  • Competence in TCP/IP network design, configuration, and troubleshooting.

  • Strong understanding of QoS provisioning for latency-sensitive voice traffic.

  • Ability to maintain reliable connectivity across voice networks and associated IP infrastructure.

3. Cybersecurity

  • Proficiency in securing voice gateways and communication systems.

  • Experience applying ACLs, IPsec VPNs, encryption, and other network security controls.

  • Understanding of system hardening, security patching, and vulnerability management.

4. Analytical and Professional Competencies

  • Strong analytical and problem-solving abilities.

  • Excellent interpersonal and communication skills.

  • Ability to work effectively in a team and maintain professional integrity.

  • Resilience under pressure and flexibility to work extended hours when required.

Required Work Experience

Applicants must have:

  • At least two (2) years of experience in telephone network design, installation, configuration, and maintenance.

  • At least one (1) year of dedicated experience managing digital or VoIP telephony systems, voice networks, and associated IP switching and routing infrastructure.

  • Demonstrated experience maintaining voice and communication infrastructure in a corporate, industrial, or utility environment.

Other Requirements

  • Must possess a valid national driving permit.

  • Must demonstrate integrity, teamwork, and professionalism.

  • Must be capable of working under pressure and responding to operational requirements that may require extended working hours.
