Key Duties & Responsibilities
Duties and Responsibilities
Develop and ensure effective implementation of Human Resource Management and Administration Policies and strategies for the Authority.
Oversee regular manpower planning to enable URBRA achieve its strategic objectives.
Provide advisory services on Human Resource and administration issues in line with existing laws and regulations.
Develop and implement the recruitment plan of the Authority.
Develop and ensure implementation of an effective staff motivation and retention strategy.
Develop and ensure implementation of human resource capacity development strategy.
Ensure effective management of the Human Resource information system.
Oversee the development and implementation of an effective and secure records management system.
Prepare and implement the Directorate workplan and Budget.
Develop and monitor the implementation of Asset and Facilities management policies and procedures.
Develop and implement the Authority's rewards and sanctions policy.
Supervise staff in Human Resource Directorate.
Develop, implement and maintain a remuneration strategy for the Authority to ensure that the Authority is able to attract and retain competent employees.
Develop and implement an effective talent management strategy and succession plan.
Contribute to the development of the Authority's strategy.
Encourage and maintain sound employee relations by negotiations and consultation with employee representatives.
Requirements
Minimum Qualifications
An Honours Bachelor's degree in Human Resource Management, Business Administration, Industrial/Organizational Psychology, Social Sciences, Social Work and Social Administration from a recognized University.
Master's Degree in any of the above fields from a recognized University.
Registered member of Human Resource Managers Association of Uganda or any other relevant Human Resource Professional body.
Professional qualification in any of the above fields.
Work Experience
At least 10 years of relevant working experience of which five (5) must have been served at Manager Human Resource and Administration or its equivalent in a reputable institution.
